I have had ongoing discussions with the National Cup Commissioner and the Region I Commissioner regarding this topic. As a result of these discussions, here is a summary of the International Clearance issue:
1. If you have any player in your player pool that came into this country from another country after their 12th birthday, regardless of whether or not they played in their country of origin, that player requires International Clearance from USSF;
2. If you have any player in your player pool that left this country to play in another country, regardless of their country of birth or US Citizenship status, that player requires International Clearance from USSF.
If either of the above scenarios fits one of your players, it is strongly recommended that you begin the process of requesting International Clearance for that player as soon as you advance to the Regional round of competition. It does not matter what Cup Competition you are participating in as it may become an eligibility issue, if you advance to the National Finals. USASA has a policy of not entertaining any protests for International Clearance issues for any Cup Competitions other than the Open Cup, however, USSF still has the International Clearance policy on its books. You do not have to worry about the International Clearance issue in the State round of competition.
